Plans and Studies

City plans and studies serve many purposes. Most crucially, a plan sets forth a vision for the community, as well as the goals and objectives to attain that vision. Raytown has been the subject of several plans. Some focus on specific areas of the city, while others are more broad.

The City most recently published an updated Comprehensive Plan, Raytown on the Rise 2040 in summer 2025. Comprehensive plans cover a broad scope of study, but foundationally focus on a community's land use, development, and future growth over a horizon of about 20 years.

Following the publication of this plan, the City worked with the Urban Land Institute (ULI) to conduct a Technical Assistance Panel (TAP) about how to enhance its downtown Central Green Space.
