Comprehensive Plan

Raytown's Comprehensive Plan presents the City's vision for the next twenty years. It establishes principles by which the Planning Commission and Board of Aldermen can lead. It helps staff administer the City's initiatives and implement the will of the citizens. The word "comprehensive" in this context means that this plan addresses the broadest range of city management and the community's long-range needs.

Comprehensive Plan - Raytown on the Rise, 2040:
Raytown's current Comprehensive Plan (Raytown on the Rise, 2040) was drafted beginning in March 2024 and was later adopted in July 2025. This plan was prepared by The Lakota Group with the assistance of City staff, members of the public, the Planning and Zoning Commission, and numerous community and business organizations. As required by State law, the Comprehensive Plan was adopted by the Planning and Zoning Commission. The Comprehensive Plan is also approved by the Board of Aldermen.
